The new system of priority headings may result in a more integrated approach, with economic social and environmental objectives being delivered together, rather than the different 'axes' being delivered separately as in England.
Following the abolition of the RDAs (regional development agencies), Defra has taken back in hand the delivery of rural development funds in England, other than the axis 2 (agri-environment) funds delivered by Natural England.
Defra has set up small 'sub-national' teams, based largely upon the regional teams of the old RDAs. See link to Defra contact list above.
The one exception to this is the small amount of funding delivered through the 'Leader approach', where a certain amount of discretion is given to LAGs (Leader Groups) which have been established and approved in the regions, so as to take more account of local priorities.
