Capoulas Santos draft report published

MEPs now have until 9th July to submit amendments to the reports, which should finally be agreed in November.

It is interesting to note that although the Capoulas Santos report for the Agriculture Committee calls for EFA ('environmental set-aside') to be reduced from 7% to 5% where neighbouring farmers collaborate, the equivalent draft report for the Environment committee calls for the rate of EFA to be increased to 10%.

Once the European Parliament and the Council of Ministers have reached common positions on the propsals, probably early in the New Year, there is then a period of negotiation before the final form of the legislation can be agreed between them, under the Co-decision arrangement which apply for the first time to agricultural legislation.
